Took a long time to track this one down
On the
WikiUsers page, each group of users has an index link of the form <A name="Z">. This is followed by a line with the link to the user topic in it. When preview runs, it tries to deactivate links, but ends up matching the anchor with the belonging to the first user in that group. Come the end of the topic, all the spans are horribly unbalanced, and the symptom I have seen - where one user is picked and elected to be the target of all the buttons - happens.
Seen on 1.0.9 and trunk.
Urgent because it breaks the controls on the page.
