Item9390: FastCGI fails with uninitialized variables if LocalSite.cfg is not available

If LocalSite.cfg is not readable, Foswiki/Engine/FastCGI.pm fails with uninitialized variables.

It should detect if LocalSite.cfg has not been loaded and die with a more meaningful error message.
