Confirmed, as Normal because this is a biggish problem.

This is a documentation issue. If you are an admin, the ChangeEmailAddress? action doesn't check the password. Fill in the User name and new email address. Submit .. .Done.

Will add a note to the topic, and hide the password field if the logged in user is an admin.
