Links to topics outside of the published web should remain unchanged. Since they reference topics that are not included in the set of published topics, the relative link will be to a non-existent file. Furthermore, there is currently no way to include a link that references a topic back in the source wiki.

Really any link that links to anywhere other than a topic in the published set of topics - even an excluded topic in the same web - should be unchanged. This is especially important now that publishing supports topics that are not in the main publish web.
