Item804: PublishPlugin install doesn't create required dir

Normal Closed Extension PublishPlugin  
After installing and enabling PublishPlugin, I get this error instead of being able to use the wiki 

{PublishPlugin}{Dir} /home/eliot/public_html/foswiki/pub/publish/ does not exist at /home/eliot/public_html/foswiki/lib/Foswiki/Plugins/PublishPlugin.pm line 23.

Once I create this directory manually, I can use the wiki again.
I have made it mkpath that dir for a different reason, but it should address your requirement as well.
