Item8030: Converting to Foswiki namespace

Converting to Foswiki namespace. No change in functionality or code.

I think a little cleanup will not hurt a bit later.

• I think there's error on line 521 on RackPlanner.pm cause it gives alot of background-color messages. It seem to be the rack unit numbers.
• remove all unrelevant text from EmptyPlugin
• make tooltip pop-ups close automatically after a few seconds or when mouse loses focus
• can it be rewritten to use registerTagHandler instead of commonTags.

*After perltidy css issue now on line 750. I gave it the same color as devicebgcolor. And errors went away, anyway.

• Did cleanup from Empty plugin
• updated MANIFEST
• Tested from pseudo-install and tar ball.
• Built and uploaded.

I shall begin to learn howto write tests...
