{Site}{Locale} = ru_RU.utf8 {Site}{Charset}=utf-8

Mail notify after change password and page for change form in topic looking like twice encoded to UTF8 for all russian chars.

If i insert space after % for 'content' definition TMPL('% TMPL:DEF{content}') in changeform.tmpl, then end of page encoded well but not header.

Confirming this for I18N review
