Item5637: Move languages.cache to Working where webserver has permission to write so we can leave Locales read only

In I18N.pm in the sub-routine _discover_languages the webserver tries to create (or read) the languages.cache file in the LocalesDir. Hence the webserver must have write permission on this file.

Please mention this in the docs (or perhaps it's mentioned somewhere, but I didn't find it) or move this cache in the working directory.
