makes sure all manifest files are there (not just TWiki manifest, but for all enabled plugins)

tests file and dir permissions, and generally pokes around looking for common issues....

A lot of work has been done in this area. Is this task still needed?

And yet more in 1.2, The url and path tests will perform a round-trip test against the configured url and error if the server is unable to process the request. I think that this can go "Waiting for Release".
