Item2624: JHotDrawPlugin won't close or save under NatSkin

NatSkin doesn't load Foswiki's Event.js.

It's tricky to get this loaded prior to the JHOTDRAWPLUGIN %ADDTOHEAD%

So I've just done a simple hack, create a nat specific template which just includes view + loads Event.js
