The Debian postinst creates /tmp/foswiki/ for use by other extensions, but this causes a lintian warning and would probably have to go away before a package could be uploaded to Debian. /tmp/foswiki/ also goes away on reboot. /var/lib/foswiki/... can be used as persistent directories instead, and the foswiki packages already create these, so this patch just deletes the /tmp/foswiki/ code.
