This shows up as a warning on the current Debian packages and doesn't impact normal installs. Where it would have an impact though is using debootstrap to make prebuilt virtual machine images. The postinst in these cases should not start any daemons, and in this case would start them on the host machine rather than inside the virtual machine (which isn't running yet). I have a scheme to automate full system tests that this would affect.
