The doc for "webs" parameter in FLEXWEBLIST macro does not state that it only accepts top level webs but that appears to be the case.

This works:
%FLEXWEBLIST{webs="Main"}%
But this returns no results:
%FLEXWEBLIST{webs="Main.MySubWeb"}%

One can do a work-around by specifying only the top-level web and then using include and exclude parameters but these seems clumsy.

If this is how it's intended to work, then I guess the doc needs to be clarified.
