Item14623: RemoveUser could also remove the UserTopicLeftBar

Looking to add this to help with cleanup on Foswiki.org.

Since this is only applicable to PatternSkin, maybe cleanup could be configurable.

• {Register}{CleanupOnRemoval} = "$user,$userLeftBar,$userSandbox"

Remove user will attempt to remove named topics listed in the setting.

As I use this function to clean up bouncing emails on foswiki.org, (where we do not want to actually remove the user topic), it also seems that we probably don't want to remove the user from the groups. If the user returns and want's to restore their account, we probably want to keep the group memberships.

I think it's enough, that if we preserve the user topic, we can also preserve the group memberships.
