Item14426: FW claims "no view access" on subweb with ALLOWWEBVIEW set

I created a subsubweb,
Vicki/Work/Tambora
and set permissions to
#Set DENYWEBVIEW =
Set ALLOWWEBVIEW = Main.VickiBrown, Main.RichMorin, Main.TamboraSystems
#Set DENYWEBCHANGE =
Set ALLOWWEBCHANGE = Main.VickiBrown, Main.RichMorin
#Set DENYWEBRENAME =
#Set ALLOWWEBRENAME = Main.VickiBrown
However, when I logged in as user
TamboraSystems
, Foswiki claimed
Action "VIEW": access not allowed on web by user TamboraSystems.
When I moved the
Work
web up one level (out of the
Vicki
web), the problem disappeared.
Tambora
is still a subweb, but only one level deep.
That is,
Vicki/Work/Tambora
is apparently not recognizing the
ALLOWWEBVIEW
setting properly.
However,
Work/Tambora
is recognizing
ALLOWWEBVIEW
.
No other changes were made; all I did was move the parent web up one directory level.

I wonder if intermediate webs require view access in order to see the containing webs. Or if there is a FINAL setting somewhere along the way.
Could you please check the ALLOWWEBVIEW (and DENY*) settings of the Vicki and work webs, as well as any settings of "FINALPREFERENCES" in the parent webs.
