Item13918: Pseudo-install does not create required webs

Foswiki distro does not contain a pub/Sandbox directory as the core Sandbox topics do not have any attachments.

DirectedGraphPlugin contains a Sandbox topic with attachments.

pseudo-install.pl DirectedGraphPlugin creates a symlink into the DirectedGraphPlugin/pub/Sandbox rather than create a real core/pub/Sandbox and then symlink core/pub/Sandbox/DirectedGraphPlugin inside there.

Quick fix would be to create an empty Sandbox directory in pub. The better solution would be for pseudo-install to recognise these situations and create the intermediate directories required.

It should even arguably use the Store API. OTOH this is pseudo install and using the Store would raise a lot of issues and might even need an FP.
