Works correctly for NatEdit, fails if TinyMCE is active.

Changing this to No Action. I am certain I observed this ... multiple times. and recreated it before confirming this task. But now that I try to investigate why, it's not failing.

And re-opening. Also fails for NatEdit. It's failing in the Support web on Foswiki.org

See Support.Question1746. Click the "Form edit" link. It takes you to the topic editor. action=form is ignored.

MichaelDaum pointed out. This is a website issue. Support web has a custom edit template: QuestionEditTemplate, and it has an issue.
