Foswiki configured with Rcs store, and {Store}{Encoding} configured to iso-8859-1

I think that the issue here was the change in distro:7e7e1118 The generic encode is used for both content and filenames. The encoding of unsupported characters into HTML entities works for content, but shouldn't be done for filenames. We should probably reject topic and attachment names that cannot be represented without encoding.
