Bootstrap configure didn't detects configure's url

How to reproduce

  • clean foswiki from the GIT - trunk
  • perl -T ./ developer
  • tools/tools/
  • visit 1st configure (bootstrap)
  • in the Extensions -> UpdatesPlugin is an error
  • like in the attached screenshot

This is partly cosmetic, but I agree that this really ought to not be happening. I can't quite follow though where to resolve the issue. It appears to be specific just to the Plugins, and only until initial save. Once you save the configuration, the field is set correctly. and the problem goes away. The field is saved correctly in it's "unexpanded" form. But it's still annoying.

A "quick fix" would be to have the checker not check that field during bootstrap, but it would still be wrong. And since it's the "generic" checker, probably not a safe fix. I'm not sure why the values of other extensions don't get expanded and error like this. I've looked at this a couple of times and have not been able to figure out a solution.
