in WebPreferences basically has no effect, not at SiteMap, not for %WEBLIST and there is barely a good way to filter out webs with this property anyway, is there?

It's companion setting NOSEARCHALL is properly implemented and being used by in QuerySearch and %WEBLIST:

A web with

   * Set NOSEARCHALL = on

(besides being an ugly double-negotiation setting) excludes these webs from global searches in %SEARCH as well as considers these to be non-public in %WEBLIST, that is using the "public" filter it is being excluded.

However there is no "sitemap" filter for %WEBLIST (implemented in Foswiki::WebList) that could be used in SiteMap to exclude those webs.
