"Bring together foswiki TMPL and jQuery tmpl"

Before, jquery.tmpl definitions had to be included into the HTML head as <script type="text/x-jquery-tmpl" id="myTemplateName"> sections. As the kind and number of templates might not be known in advance in a dynamic web frontend, it is required to load them async'ly. the new tmpl REST handler of the jquery.tmpl module now calls foswiki's own TMPL mechanism to load these, something not possible otherwise, except with the use of RenderPlugin. That way jquery.tmpl definitions can be customized using Foswiki's skin path overload mechanism, but rendered on the client side.
