pseudo-install -A only merges the contents of Foswiki.spec. Critical defaults provided in extension Config.spec files are not merged.

Unit tests fail because the TinyMCE jquery plugin is not enabled, and the HTML Validation for edit pages end up with a <div> in the head section complaining about the missing plugin.

Fixed by OlivierRaginel. Looks good.
