According to System/VarINCLUDE, INCLUDE{"topic"} does not support the raw or literal parameters.

literal is especially important for an INCLUDE of another topic, as there is no other way to INCLUDE un-rendered raw Wiki code from another page. There are times when one wants to INCLUDE raw Wiki markup in un-HTMLized form.
