Item1140: Multiple select doesn't work

If you have a multi select item, such as a checkbox, you get an error when the parameters are loaded. This can show itself as loss of the row being edited, or as a simple error during the load.

The problem is that handling of multi-valued parameters is borked, since FSA doesn't support Vars as per the CGI spec.
