In the Extension topic System.TagsPlugin, the link to initialize the tags table using the rest call times out with a 500 error if there are a large number of topics.

A workaround is to call the rest script from the command line (as documented in CommandAndCGIScripts as follows: 

cd <foswiki_bin_dir>
./rest /System/TagsPlugin/initialiseDatabase

I update the System.TagsPlugin topic with this information.
