Can delete & rename permissions be set separately?

We're trying to configure FosWiki for a new site, and we'd like to be able to give users the ability to rename topics without giving them the ability to delete those same topics. I can't figure out the configuration settings for this; do they exist? Or is this not possible with the current version of FosWiki?
The default behaviour is what you want. Foswiki doesn't have a concept of "delete" - only rename. "Deletion" consists of renaming a topic to a different web, by default called "Trash".

The only way to permanently delete a topic is to erase the files on disk.
