FW Claims no view access but ALLOWWEBVIEW is set

Is this a bug or a simple error I can't see?

Edit - I believe this is a bug. When I moved the "Work" subweb up one level (so now the path is Work/Tambora and it's no longer under Vicki), the access issue disappeared.

I have a subweb, Vicki/Work/Tambora, that I want to make semi-private. Only three users can access it.

I have this in the WebPreferences

#Set DENYWEBVIEW =
Set ALLOWWEBVIEW = Main.VickiBrown, Main.RichMorin, Main.TamboraSystems
#Set DENYWEBCHANGE =
Set ALLOWWEBCHANGE = Main.VickiBrown, Main.RichMorin

#Set ALLOWWEBRENAME = Main.VickiBrown

but when I log in as TamboraSystems I cannot view any pages. Foswiki claims

Action "VIEW": access not allowed on web by user TamboraSystems.

One thing that I notice from your description above is that the Tambora web is a sub-web. Is it possible that one of the parent webs has ALLOWWEBVIEW set and also FINALPREFERENCES set to prevent modification of ALLOWWEBVIEW in sub-webs or topics?
