FlexPaperPlugin :Getting an Error: can't create preview:

I am trying to embeding a PDF into a topic. Used the sytax: %FLEXPAPER{"ScreenDataSheet.pdf" width="300" height="400" }% but getting the message: "Error: can't create preview: ". Also without the dimentions in the macro the result is the same.

I also tried the MediaPlugin whish shows the flash sample propper but no PDF.

System: Foswiki 1.1.9 with NatSkin

Server: Windows 2008

I am a newbie hence a detailed answer is more than wellcome.

Update:

Meanwhile I played with the the FWSTool and manualy it works fine but it seams that FlexPaper is not starting the converting. At least I can not find a file: _flexpaper_file.swf. I am wondering if the parameter to call the SWFTool are different for Windows?
