This question about Using an extension: Answered
TwistyPlugin "expand all" toggles rather than just expands.
Somewhere between TWiki 4.1.3 and Foswiki 1.1.5, the behavior of the "Expand All" and "Collapse All" buttons or links seems to have changed. Specifically, each button acts as a toggle between the two extremes instead of just expanding or collapsing. Of course we can live with this, it just seems a little counter-intuitive.
For example, please see:

Just incase there's a setting I've overlooked (or this behavior is not intentional), I figured I'd open this ticket.

A consequence of this is that the buttons or links don't actually expand or collapse all. They just toggle the current state of any twisty's on the page.

I am looking at that page and I don't see what you mean. The "expand all" opens all twisties on the page, the "collapse all" closes them.

Arthur, I duplicated it as well. Click "Expand All" a 2nd time and it closes them all. Each button is behaving as a toggle instead of performing the "advertised action".

Thanks, George and Arthur. Sorry my description wasn't more clear.
If it helps, the latest TWiki version shows the correct behavior.

It looks like this has been resolved in the Foswiki 1.1.9 release. Many thanks!
