Set background color for typical element on site

What is suggested way of changing background colors of the most typical elements in Foswiki page?

In my attached example I set background-color for #patternSideBarContents directly in CSS, but I wonder if this is possible without touching CSS.

Are they any variables which helps to do that?

Creating a custom style sheet is the recommended way to over-ride default stylings. See PatternSkin#Style_sheet_customization for more information. If you're using NatSkin, take a look at System/NatSkinConfiguration for information about customizing the default look.
