How to number sections and paragraphs for cross-referencing.

Hi, I'd like to format my pages with Section and Paragraph numbers.

1.0 Section title

...1.1 First paragraph

...1.2 Another paragraph.

2.0 Section two

and so on.

I have tried using ordered lists, but I would like to use the double digit notation, particularly for the paragraphs.

Is anyone aware of a way of doing this?

Also I will be referencing paragraphs from other pages. Is there a way of doing this that will adapt if the paragraph number changes when somebody inserts a new paragraph or section?

Suggestions of alternative ways of accomplishing this cross-referencing are welcome. I would like to migrate our Quality Management Documents onto this platform, but I am struggling to understand how to reference down from policy to procedure to work instructions and forms.

Take a look at ExplicitNumberingPlugin - it can do numbered headings. I'm not sure about persistence though so that numbers remain stable around insertions and reordering. Often what you can do is insert an explicit anchor ahead of the heading and use that for referencing rather than the number.
