Feature Proposal: Use Set preferences feature to select skins

Motivation

foswiki has the ability to set preferences - so we can use that to allow users and admin to select a skin and theme settings in their user topic/web pref/site pref on the click of a button.

Same with other site settings, but we need to start somewhere
