Feature Proposal: Would be nice to have an option to have foswiki send email with local timezone headers instead of gmt

Motivation

My users get confused when using certain email (webmail/terminal) clients that don't convert GMT to localtime.

Description and Documentation

Would like to see an option in config to have Foswiki send email using servertime vs gmt. At minimum would affect Time.pm and Func.pm.
