Feature Proposal: allow the use of a named SECTION for templatetopic

Motivation

right now, you can only exclude parts of a template topic to be used to create new topics. This is a complicated double negative meme.

instead, we can allow the user to define a SECTION named templatetopic and use that to create the new topic.
